We are a brand-new organization with an important mission: to improve the oversight and accountability of the California High-Speed Rail project (project). We conduct independent, objective reviews and investigations regarding the project, including its planning and construction. Our work helps to improve the efficiency and effectiveness of the High-Speed Rail Authority and also provides critical information to stakeholders, including the Governor’s Office and the Legislature, as they make decisions about the future of the project.

Although a small organization, the OIG-HSR is staffed by dedicated people who take initiative and exercise independent judgment. We share a strong desire to improve the effectiveness and efficiency of government programs, and we recruit individuals who have the intellectual capacity and drive to make that happen.

Do challenging and interesting work.

Our staff tackle complex, technical questions and problems facing the high-speed rail by:

  1. Performing audits, inspections, and reviews to evaluate the High-Speed Rail Authority’s management of the project and to make recommendations to ensure effective and efficient planning, construction, and operation of the high-speed rail.
  2. Reviewing and assessing the reliability of important estimates generated by the Authority, such as project cost and schedule estimates and ridership projections.
  3. Conducting investigations into allegations of waste, fraud, abuse, and mismanagement by Authority employees and contractors, such as by reviewing complaints received through our whistleblower hotline.
  4. Reviewing best practices in capital project management, cost estimation, and workplace safety and making recommendations to improve the Authority’s practices.
