PROGRAM DELIVERY SUPPORT CONTRACT UPDATE

  • First RFQ for your awareness.
  • Request for Qualifications (RFQ) released on February 18, 2022.
  • Statements of Qualifications (SOQ’s) received on May 17, 2022. The Authority’s evaluation team found both SOQ’s fully responsive.
    • Two consortiums submitted SOQs, with more than two dozen sub-contractors identified on each.
  • Notice of Proposed Award posted on June 17, 2022, tomorrow.
  • Remaining procurement activities:
    • Cost Proposal/Rate Sheet form due from the most-qualified Offeror. Subject to internal auditing before final award.
    • Agreement negotiations with the most-qualified Offeror including pre-award reviews. There is a protest period too.
    • Authority Board consideration of the Agreement award at August Board of Directors Meeting.

MERCED TO MADERA DESIGN RFQS

  • Second RFQ for your awareness.
  • Request for Qualifications (RFQ) for Design Services for Merced to Madera and the Fresno to Bakersfield Locally Generated Alternative (LGA) were released on March 18, 2022.
  • Merced to Madera – three Statements of Qualifications (SOQs) received on May 26, 2022.
    • The Authority’s evaluation team found all SOQs fully responsive.
    • The Authority held Discussions with all three Offerors on June 14, 2022.
    • Notice of Proposed Award to be posted on June 17, 2022, tomorrow.
    • Authority Board consideration of the Agreement award at August Board of Directors Meeting.
  • Remaining procurement activities for RFQ:
    • Cost Proposal/Rate Sheet forms due from the most-qualified Offerors.
    • Agreement negotiations with the most-qualified Offerors including pre-award reviews.
    • Authority Board consideration of the award of the Agreements at August Board of Directors Meeting.

LOCALLY GENERATED ALTERNATIVE (FRESNO TO BAKERSFIELD) DESIGN RFQ

  • Final RFQ for your awareness.
  • Request for Qualifications (RFQ) for Design Services for Merced to Madera and the Fresno to Bakersfield Locally Generated Alternative (LGA) were released on March 18, 2022.
  • Locally Generated Alternative – Four SOQs received on June 10, 2022.
    • The Authority’s evaluation team is reviewing SOQs for responsiveness.
    • Discussions will be held on June 30, 2022.
    • Notice of Proposed Award anticipated on July 5, 2022.
    • Authority Board consideration of the Agreement award at August Board of Directors Meeting.
  • Remaining procurement activities for RFQ:
    • Cost Proposal/Rate Sheet forms due from the most-qualified Offerors.
    • Agreement negotiations with the most-qualified Offerors including pre-award reviews.

SAN FRANCISCO TO SAN JOSE EIR UPDATE

  • Overview: 43 miles, 4th and King to San Jose Diridon.
  • By the way, a portion of this route was already approved in San Jose to Merced environmental document, which you all approved in April. That overlap not part of this review.
  • There are two alternatives, A and B, and a no build alternative.
  • Alternative B, which is not the preferred alternative, proposes passing tracks.
  • There are also different proposals for where to locate the light maintenance facility.
  • East is preferred.
  • The consideration of the station at Millbrae is included in both.
  • The downtown extension, also called DTX, is a project element taken on by other entities.
  • Another two-day Board Meeting for consideration of approval of this document: August 17 and 18, 2022.
  • The Board will consider whether to:
    1. Certify the Final EIR/EIS as CEQA Lead Agency for the San Francisco to San Jose project section.
    2. Approve the Preferred Alternative and related CEQA decision documents, along with noting changes.
    3. Direct the Authority Chief Executive Officer to issue the Record of Decision (ROD) under the Authority’s NEPA Assignment.

GENERAL PROGRAM UPDATE

  • Rosecrans/Marquardt Grade Separation:
    • A happy announcement.
    • On June 3rd, a groundbreaking was held for the Rosecrans/Marquardt grade separation project
    • 45,000 cars and 135 trains pass and cross these tracks a day.
    • At one time labeled the most dangerous crossing in the state.
    • Substantial contributors Nearly $77 million of the $156 million dollar project comes from high-speed rail funding.
    • Construction will begin in late June and will be completed by 2025.
    • Proud to be part of that team.
  • Metrolink MOU:
    • This week, the Authority and Metrolink entered into a Memorandum of Understanding (MOU) agreeing to address potential rail corridor conflicts in the Burbank to Downtown Los Angeles Section of our Project.
    • We share through that section. Several issues need to work through, effecting a maintenance facility, working together of joint operations, long time in coming.
    • The purpose of the MOU is to establish an organizational framework to engage as partners for the planning, design, and eventual construction of improvements in the Metrolink corridor, while also preparing for HSR service.
