Final Supplemental Environmental Impact Report for the Fresno to Bakersfield Project Section Made Available

Board of Directors to Consider Certification
and Project Approval at October Meeting

SACRAMENTO, Calif. – Today, the California High-Speed Rail Authority (Authority) announced the availability of the Final Supplemental Environmental Impact Report (Final Supplemental EIR) for the Fresno to Bakersfield Project Section of the California High-Speed Rail System. The Final Supplemental EIR represents a comprehensive project-level review of the southern part of the section that runs between Poplar Avenue in Shafter and a station location in downtown Bakersfield.

The Final Supplemental EIR evaluates what is known as the Locally Generated Alternative, which extends from Shafter east towards State Route 99 and the existing Union Pacific Railroad tracks, then southward into Bakersfield, ending at a station location on F Street in downtown Bakersfield.  The document then compares the Locally Generated Alternative to the alignment in the area previously studied in 2014.

On October 16, the Authority’s Board of Directors will host a Board meeting in Bakersfield to take public comment on all agenda items, and will consider certifying the Final Supplemental EIR and approving an alignment between Poplar Avenue in Shafter and a station location in downtown Bakersfield.

The Authority and the Federal Railroad Administration (FRA) jointly prepared the Draft Supplemental EIR/EIS to meet the California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA) requirements. Following the publication of the document, the Authority decided to prepare the Final Supplemental EIR separate from a Final Supplemental EIS.
