TRAINSETS SHORTLIST
- Statements of Qualifications (SOQs) packages were received in November 2023 and evaluated
- The shortlist includes:
- Alstom Transportation Inc.
- Siemens Mobility Inc.
- This step allows us to move towards the release of the Request for Proposal (RFP) and the eventual procurement of state-of-the-art high-speed trainsets capable of operating at speeds up to 220 mph
- The Trainset and Related Services contract will be funded in part by the Fed-State National Program
- RFP expected to come to the Board for consideration in February
AMENDMENTS AND CHANGE ORDERS
- Early Train Operator (ETO)
- Contract Amendment
- Justification: The Authority’s 2016 Business Plan included the role of an operator to advise and develop the planning, design, and procurement of the high-speed rail system. In 2017, the Authority procured Deutsche Bahn (DB) as the Early Train Operator (ETO). The amendment of this contract ensures the continuity of these critical services.
- Scope of Work: No change to scope of work. Increase in budget for extension of contract to November 30, 2026.
- Cost: $47,642,951.23
- DFJV Bond Cost Recovery
- Change Order: 155.2
- Justification: The Authority extended DFJV’s contract to allow for continued construction of the CP 2-3 project section. As a result, DFJV has been required to procure bond policies for the extended contract duration and increased contract price. The approval of this change order allows the Authority to compensate DFJV for bond costs associated with this contract requirement.
- Scope of Work: Increase in budget and no change to scope.
- Cost: $26,722,398
- DFJV Insurance Cost Recovery
- Change Order: 155.3
- Justification: The Authority extended DFJV’s contract to allow for continued construction of the project. The approval of this change order provides a provisional sum for the extension of DFJV’s insurance policies. The Authority will compensate DFJV for insurance premiums required under the contract for the actual costs incurred.
- Scope of Work: Increase in budget and no change to scope.
- Cost: $33,952,299
- Tule River Viaduct – North Approach
- Change Order: 369.1
- Justification: To meet Caltrans requirements, the Authority revised the design of the North approach section of the Tule River Viaduct by combining two aerial structures connected by the HSR embankment into one bridge. The approval of this change order allows the Authority to compensate DFJV for the construction costs associated with this design change and supports the advancement of the project.
- Scope of Work: Increase in budget and change to scope of work.
- Cost: $33,743,225
- Tule River Viaduct – Pergola Section
- Change Order: 369.2
- Justification: To meet BNSF operational requirements, the Authority revised the design of the Pergola section of the Tulare River Viaduct by requiring a 5-foot separation/maintenance offset between the unprotected HSR structure supports and the BNSF right of way. The approval of this change order allows the Authority to compensate DFJV for the construction costs associated with this design change and supports the advancement of the project.
- Scope of Work: Increase in budget and changes to scope of work.
- Cost: $39,546,858
- Conejo Avenue Viaduct
- Change Order: 400.1
- Justification: To meet BNSF operational requirements, the Authority revised the Conejo Avenue Viaduct design to implement a 5-foot separation/maintenance offset between the unprotected HSR structure supports and the BNSF right-of-way. BNSF also required a minimum vertical clearance of 24-feet from the Pergola over the existing BNSF track. These modifications resulted in changes to DFJV’s scope of work; the approval of this change order allows the Authority to compensate the contractor for the costs associated with this change.
- Scope of Work: Increase in budget and change in scope.
- Cost: $35,000,000
