Belnap has been a Deputy State Auditor at the California State Auditor’s Office since 2015, where he has held several roles since 2001, including Principal Auditor, Senior Auditor I, Senior Auditor II, Senior Auditor III, and Staff Auditor. He earned a Bachelor of Arts degree in Economics from Brigham Young University.
